Enrique Peñalosa served as mayor of Bogota from 1998-2001, during which time he led a massive effort to improve the infrastructure of Bogota's marginal neighborhoods, promoting high citizen involvement. His administration spearheaded large improvements to the city center by instituting! a successful bus rapid transit system, creating parks and bicycle paths, planting trees, promoting public spaces, and restricting the use of private automobiles in the city. Mr. Peñalosa is currently a Visiting Scholar at New York University. He is researching and writing a book on a new urban-development model for the Third World, which covers fields such as transportation, land use and housing for the poor, pollution abatem! ent and public space.
