October 27, 2001 John Lathrop, Ph.D. Overview: 1.0 I begin with a characterization of “The Problem” by describing: 1.1 What I Do: A general methodology for applying decision analysis to public participation. 1.2 Success Stories 1.3 Failures 1.4 Why Those Successes, Why Those Failures Then I move to: 2.0 Lessons Learned 3.0 Recommendations for Infrastructure Research. I realize that the last section is supposed to be the focus of the paper. But the preceding sections are necessary to build the case for the last section, so please bear with me.
