This paper is written from my perspective of the president of a metropolitan sewerage district. The Green Bay (Wisconsin) Metropolitan Sewerage District (GBMSD) is governed by five commissioners who serve overlapping terms and are appointed by the county executive. The author is now in his third five-year term. The District is a wholesaler of wastewater collec-tion and treatment. Its customers are municipalities and large industrial users. The District has broad statutory powers to levy taxes, set user fee rates, borrow money, and build and maintain collection and treatment facilities in the area under its jurisdiction. Today, that area extends to four contiguous counties in northeastern Wisconsin.
