Reflections on the National Infrastructure Research Agenda

Valuing and Financing Infrastructure: Financing decisions must be better informed to optimize investments in infrastructure systems over their whole life cycle, and investments in innovative products and services for infrastructure systems.



Decision Support: decision makers need transparent models that relate the system performance of concern to the decision variables. It is particularly challenging because decisions early in the system life are most critical, but the system and its environment are then not well defined.

• Community Engagement: Community engagement indeed can have great effects on the costs and timeliness of infrastructure improvements.

• Institutional Change: Is this also the place to consider research on globalization and privatization? Where will we consider research on how our educational system, formal and continuing, should change to provide the needed management, professional, and technical work force knowledge and skills.

• Transformation of Infrastructure through Advanced Technology: Here, attention is given to the demonstrations and approvals needed to introduce innovative products and services, and thereby to allow benefits to arise from research. Attention also should be given to research on transformations of roles of organizations and individuals in the infrastructure life cycle that will result from advanced technologies. Include this in Institutional Change?: Financing decisions must be better informed to optimize investments in infrastructure systems over their whole life cycle, and investments in innovative products and services for infrastructure systems.
